How to Build a True Democracy and Republic Instead of Trying to Make a Tyranny Work Introduction Lifetime employment in public roles stems from pre-democratic eras, when power belonged to closed castes, allowing central authorities to wield it arbitrarily against the People. This practice persists today because generations of politicians—intent on perpetuating their own rule—have preserved it. Continuously re-elected leaders and lifelong public officials have blocked the co-ownership implicit in every public role. Permanent assignment turns res publica into res privata, excluding others and inflicting lasting harm on equals with equal rights and qualifications. The result? A closed, rigid, oppressive system that ignores facts, serves entrenched groups, and fails to adapt to life's changes—fueling frustration, inefficiency, inequality, and distrust in "democracy," which remains crippled by this ancient monopoly on power. (1) The Vision of the Public Jobs Bank (PJB) To break free from tyrannical relics and build a true Republic—from which real Democracy emerges—the Public Jobs Bank (PJB) was conceived. This pivotal institution fosters osmosis between People and Institutions via a digital platform that regularly redistributes every public role, ensuring continuous, orderly renewal. It transforms rigid bureaucracy into a fluid, adaptive system. Objectives of the PJB: - Redistribute public roles based on applications, selecting by competence, preparation, suitability, and collective needs. - Enable broad participation in common goods management, fostering community through rotation—building responsibility, regenerating structures, and purging imbalances. - Ensure adaptability, delivering prompt responses to crises, errors, and global changes via shared experiences and wisdom—for the benefit of all sectors. Conceptual Foundation of the PJB The PJB rests on a philosophical bedrock (ignored by careerists due to their attachment to power): citizens' co-ownership of the Res Publica. No public role can be permanently held by a few without depriving others—violating republican principles and blocking Democracy. The PJB restores this, affirming the public nature of all central positions. The PJB Managed by a Decentralized Autonomous Organization (DAO) To realize this (80 years after Italy's Republic was proclaimed) we propose a PJB prototype via a DAO. This ensures independence from corrupt "public" structures, leveraging blockchain, tokenization, and Universal Intelligence. Key Features: - Democratic Management: Via the Patchwork Model (PM)—an evolutionary protocol where positions integrate incrementally, refining decisions beyond binary votes into collaborative synthesis. Short-Term Objectives - Build digital simulations to test behavior, impacts, and sustainability. - Assemble a developer community for a functional prototype. - Launch pilots in limited public areas (or externally), iterating based on results. - Apply the Single Democracy Indicator (SDI) to measure democraticity empirically—addressing academia's glaring omission.
